North Carolina Governor Roy Cooper (D) commuted dying sentences for 15 inmates on his final day in workplace.
On Tuesday Cooper introduced that he has commuted the sentences of 15 folks on dying row in North Carolina to life with out the potential for parole after an intensive assessment of detailed petitions for clemency.
